"• In executive session, the Board discussed the application from the Colorado Adult Soccer Association that had been received, seeking to replace Colorado State Soccer Association (CSSA) as the adult state association for Colorado. The findings and recommendations of the hearing panel were presented to the Board. The Board decided:
1. CSSA is placed on probation for 180 days. The hearing panel will oversee the probationary period and update the U.S. Soccer Board of Directors at 90 days and 180 days.
2. CSSA must complete the following steps within 180 days:
a. Carry out an independent financial audit of the corporation;
b. Publish a detailed budget;
c. Announce in advance an election, open nominations for all elective offices, and hold supervised elections for the entire Board of Trustees for CSSA. Such an election should be held after all known unaffiliated or previously affiliated leagues are notified and offered an opportunity to join CSSA and participate in the electoral process. All ballots should be mailed and opened by an independent law firm or accounting firm;
d. Publish a strategic plan that includes goals and objectives of the organization;
e. Revise CSSA’s current Rules & Procedures to come into compliance with U.S. Soccer’s Bylaws & Policies;
f. Review all disciplinary proceedings in the last two years to determine whether proper procedures were followed and any punishment was appropriate; and
g. Demonstrate its ability to appeal to currently unaffiliated leagues.
3. If CSSA fails to substantially comply with these requirements within 180 days as determined by the panel and the U.S. Soccer Board of Directors, the Board will declare a vacancy and seek applicants (including CASA) to become the new State Association for adult soccer in Colorado."

The following Tournaments were Sanctioned for the Soccer Year 2008/2009 (We expect to receive a request for sanctioning from the Tournament Directors for the above CURRENT SOCCER year):


    1. All tournaments and special games (i.e., Intemational, Foreign and Interstate, etc.) staged within the jurisdiction of the CSSA must have prior approval of the CSSA. Only leagues, clubs, or teams affiliated with and currently in good standing with the CSSA may receive sanctioning from the CSSA to host a tournament or special game(s). All requests for sanctioning must be submitted to the CSSA on a "CSSA Application to Host a Tournament or Special Game(s)" form no less than sixty days prior to the start of the tournament or thirty days prior to a special game. The application shall identify the hosting organization, the tournament or special game director and other committee persons responsible for the event including current contact information on same, and shall give the date(s), location(s) and type of competition(s). The application shall be accompanied by a copy of the proposed tournament rules and a sample of the proposed invitation to teams. Upon approval of the application and the contents of the documents, the invitations may be sent. A copy of the approved tournament application must accompany the invitation, particularly to out-of-state entities. Upon receipt of the approved application from the CSSA, but no later two weeks prior to the event, the hosting organization shall supply a list of the teams planning to participate in the event to the CSSA office.

    2. Sanctioning by the CSSA shall be given on a first-come, first-served basis. The CSSA Tournament and Special Games Chairman will be responsible for reviewing all requests and may approve events deemed proper. Any question or conflict regarding any planned event shall be brought to the BOT, which will then have final approval. No sanction for any tournament or game(s) shall be granted to any host organization which does not comply with these procedures. Sanction may be withdrawn at any time for cause. Hosting organizations and/or their personnel found to be not in total compliance with these rules and procedures shall be deemed not in good standing and shall be liable for fines of not less than $50.00 and/or other penalties as established by the BOT, including, but not limited to, denial of future requests for sanctioning. The BOT will review any problems arising involving a sanctioned event and has the authority to take disciplinary action against a league, club, team, participant, event administrator or staff person. The BOT may assign a CSSA Representative who shall be responsible to and who shall report to the BOT, to observe any or all games. The CSSA Representative shall have the authority to inspect all passes, rosters and other credentials, and to restrict participation of any ineligible participant team or organization.

    3. At the discretion of the BOT, a hosting oganization may be required to post a performance bond if the organization was not in compliance with sanctioning requirements for a prior event or if the organization is hosting for the first time or has not established a record of financial responsibility.

    4. Tournament rules of play must conform to those of FIFA /USSOCFED/ USASA/CSSA unless modifications are specified in the application and approved by the BOT.

    5. A tournament may allow "open", "select", or "combined" teams in its competition or may permit a player to play for more than one team within the competition, but must specify so in the rules. A "combined" team is defined as a team which has one or more guest players who are currently registered on another team.

    6. All players and teams participating in a sanctioned event shall be registered with the CSSA or with another USSOCFED/USASA/USYSA affiliated state association or with an appropriate equivalent association in a foreign country which in turn is affiliated with FIFA. All players, coaches and managers shall have currently valid passes with photographs attached. All passes shall be laminated in plastic. Any team which does not have proper passes for all team members shall not be permitted to participate in the event. The CSSA may authorize the issuance of special passes for an event. Upon receipt of the approved application and at least two weeks prior to the event the hosting organization shall provide CSSA with a list of participating teams.

    7. Only currently registered USSOCFED Referees may be used to officiate sanctioned events. Credentials of referees from out of state shall be verified by the hosting organization. Referees from other countries shall not be used unless approved by USSOCFED and the CSSA State Referee Administration. Referees invited to officiate are to be notified that the event has been sanctioned.

    8. Any caution or sending off, suspension for same or for any other incident of misconduct which is not penalized or served in the event shall carry-over into regular CSSA league play, or into any other event sanctioned by the CSSA. All misconduct by participants from other state associations or other countries will be reported to the participant's home association or country by the CSSA.

    9. The host organization shall ensure that a CSSA Referee's Game Report/Official Team Roster is completed for each game and that a CSSA Misconduct Log and Report is prepared.

    10. The hosting organization shall submit the following information to the CSSA within fourteen days of the completion of the event:

    1. CSSA hosting organization's Final Report on sanctioned event
    2. Final list of teams participating in a CSSA sanctioned event
    3. Game Reports for each game played
    4. CSSA Misconduct Log and Report
